Abstract: A new concept，national green budgat，is given in this paper．National green budget which can become a cornpo nent part of national budgat is a useful measure to coordinate the relationships among separated green govem mental seetots and to conduct integrated and systematic policies on eco-environmental issues．What is more，the items，positions，functions and budgeting methods of national green budget are explored．
