Abstract: Based on analysis of the characteristics of socialist market economy and environmental protection the coherent consistency and discosistency between economic growth and environmental protection,market failure and the essentiality of government intervention were discussed in the paper. Furtherly the specific functions of government to environmental protection under market economy were put forward.
