Abstract: Based on the overall request of "Strategies for Agricultural Technique Program and Development During 1995 to 2010"promulated by the Ministry of Agriculture,the setting up os the first-level agricultural regions,sub-regions and bases were probed into in this paper from the macro-viewpionts of natural ecological conditions,industrial agricultural structures,economic status,rural society,fold customs and humanities.
