新质生产力赋能江西茶产业高质量发展: 内涵意义、现实挑战和实践路径

摘要: 新质生产力作为一种以创新为主导, 具有高科技、高效能、高质量特征的先进生产力形态, 对于推动江西茶产业高质量发展具有重要现实意义。本文基于新质生产力的理论框架, 深入分析了新质生产力在茶产业中的内涵与意义, 结合江西省茶产业的实际情况, 探讨了江西茶产业高质量发展面临的问题, 并针对性地提出推进江西茶产业高质量发展的具体实践路径。尽管江西省茶产业在茶园面积和茶叶产量上保持稳定增长, 茶树种质资源比较丰富, 品牌影响力也在逐步提升, 但依然存在以下问题: 1)存在产业规模偏小, 单位面积产出率较低; 2)茶园基础设施薄弱, 茶产品加工能力不足; 3)茶叶龙头企业数量不多, 缺乏能够带动上下游市场主体高效协同发展的“链主”企业; 4)茶叶品牌价值总体不高, 市场竞争力较弱; 5)农业科技人员数量不足, 企业研发投入和技术成果转化率低; 6)茶文化挖掘不够深入, 对外展示不够充分等。鉴于此, 本文针对性地提出聚力科技创新, 推动茶产业转型升级; 加快种源创新, 加强茶树种质资源开发利用; 推动产业融合, 实现茶产业多元化发展; 强化品牌建设, 提升江西茶市场竞争力; 深挖赣鄱茶韵, 打造特色江西茶文化; 加大引育并举, 构筑茶业人才高地等措施。以上措施可以显著提升江西茶叶品质, 增强市场竞争力, 丰富茶产业内涵与发展空间。江西茶产业将在新质生产力的引领下实现高质量发展。Abstract: As an advanced form of productivity that is driven by innovation and typified by high technology, high efficiency and superior quality, the new quality productivity plays a vital and practical role in facilitating the high-quality development of Jiangxi’s tea industry. Based on the theoretical framework of new quality productivity, this paper deeply analyzes the connotation and significance of new quality productivity in tea industry. Combined with the actual situation of tea industry in Jiangxi Province, this paper discusses the problems faced by the high-quality development of tea industry in Jiangxi Province, and puts forward the specific practical path to promote the high-quality development of tea industry in Jiangxi Province. Although the tea industry in Jiangxi Province has maintained a steady growth in tea garden area and tea yield, the tea germplasm resources are relatively abundant, and the brand influence is gradually increasing, there are still small-scale industries and low output per unit area. The tea garden infrastructure is weak, and the processing capacity of tea products is insufficient ; the number of leading tea enterprises is not large, and there is a lack of ‘chain’ enterprises that can drive the efficient and coordinated development of upstream and downstream market players; the overall value of tea brand is not high, and the market competitiveness is weak. The number of agricultural science and technology personnel is insufficient, and the conversion rate of R&D investment and technological achievements is low. The excavation of tea culture and the external display are not enough. Therefore, it is proposed that the focus be on scientific and technological innovation and promote the transformation and upgrading of the tea industry. Besides this, it is also suggested to accelerate the provenance innovation, strengthen the development and utilization of tea germplasm resources, promote industrial integration and development of the tea industry, strengthen the brand building, enhance the competitiveness of Jiangxi tea market, build a tea industry talent highland, deepen the charm of ‘Ganpo’ tea and create a characteristic Jiangxi tea culture, increase the introduction of education, build a tea industry talent highland and other measures. The above measures can significantly improve the quality of Jiangxi tea, enhance market competitiveness, and enrich the connotation and development space of the tea industry. Jiangxi tea industry will achieve high-quality development under the guidance of new quality productivity.
