政策规制、规范认知与农户秸秆出售行为决策

摘要: 秸秆还田既有限度又有难度, 借助政策规制和规范认知促进农户秸秆出售行为, 对提高秸秆离田高值化利用和实现农业高质量发展具有重要意义。鉴于此, 构建农户秸秆出售行为决策分析框架, 利用湖北省黄冈市715份农户调查数据, 运用Heckman两阶段模型和IV-Heckman模型, 分析政策规制和规范认知及其交互项对农户秸秆出售行为决策的影响, 并揭示农户秸秆出售行为决策及其影响因素的群体差异性。研究结果表明: 1) 经过内生性检验和稳健性检验后, 政策规制和规范认知是农户秸秆出售行为决策的重要驱动因素。2) 在决策选择阶段, 政策规制和规范认知对农户秸秆出售行为决策存在交互影响, 二者之间呈现一定的互补效应, 而该交互影响并未延伸到出售程度阶段。3) 政策规制和规范认知对不同区位特征、耕地规模农户秸秆出售行为决策的影响存在明显的群体差异。据此, 在政策推行过程中, 要充分发挥并运用规范认知的柔性约束与引导作用, 推动政策规制和规范认知协同增效, 并因地制宜地实施差异化政策。Abstract: Returning straw to farmland is inherently limited and difficult. Encouraging farmers to sell straw through policy regulation and normative cognition is therefore critically important for enhancing the high-value, off-field utilization of straw and for achieving high-quality agricultural development. This study aims to examine the factors that influence farmers’ decisions to sell straw, focusing on the roles of policy regulation and normative cognition. We develop an analytical framework for farmers' straw-selling decisions and apply it to survey data from 715 farm households in Huanggang City, Hubei Province. Using the Heckman two-stage model and the IV-Heckman model, we analyze the effects of policy regulation, normative cognition, and their interaction on farmers' straw-selling decisions. We also investigate the heterogeneity of these decisions and their determinants across different groups of farmers. Our results indicate that, after testing for endogeneity and conducting robustness checks, both policy regulation and normative cognition are significant drivers of farmers' decisions to sell straw. Furthermore, in the initial participation decision stage, policy regulation and normative cognition exhibit an interactive effect on these decisions, demonstrating a complementary relationship between the two. This interaction, however, does not extend to the subsequent stage of selling intensity. Additionally, significant group heterogeneity is observed: the impact of policy regulation and normative cognition on straw-selling decisions varies markedly among farmers with different locational characteristics and farm sizes. Consequently, policy implementation should fully leverage the flexible constraints and guiding role of normative cognition to foster synergistic effects with policy regulation. Differentiated policies tailored to local conditions should then be implemented.
