国家森林城市创建对城乡融合发展的影响及其机制

Impact of national forest city creation on urban-rural integration and its mechanism

  • 摘要: 探讨生态共富路径如何促进城乡共荣是当下农业农村绿色发展的重要议题。国家森林城市创建是推进城乡融合发展、实现乡村振兴的制度方案, 符合城市和乡村人民的共同诉求, 从制度评估视角出发关注国家森林城市创建对城乡融合发展的政策效应具有重要现实意义。基于269个地市层面的面板数据, 运用双重差分模型(DID)、双重差分倾向得分匹配模型(PSM-DID)、面板分位数模型、中介效应模型和门槛效应模型系统考察了国家森林城市创建对城乡融合的影响效应及其作用机制。研究发现: 1)国家森林城市创建能有效促进城乡融合, 经内生性问题处理和稳健性检验后上述结论依然成立。2)机制分析结果表明, 国家森林城市创建通过推动空气污染治理、激励绿色技术创新间接促进城乡融合。3)异质性分析结果表明, 随着城乡融合发展水平的提升, 国家森林城市创建对城乡融合的正向影响存在边际递增效应; 另外, 国家森林城市创建对城乡融合的促进作用在东部城市、非资源型城市和环境保护重点城市中更为显著。4)门槛效应表明, 国家森林城市创建对城乡融合的影响具有非线性递增特征, 当环境规制强度和产业结构转型跨过门槛值后, 国家森林城市创建对城乡融合的促进效果明显增强。据此, 提出因地制宜构建国家森林城市创建“城乡协同发展”新模式, 加强城乡空气污染联防联控, 以绿色技术为新引擎促进城乡融合等对策建议。

     

    Abstract: It is essential to explore how the path of ecological co-prosperity can promote urban-rural co-prosperity. The construction of national forest cities is a policy initiative aimed at advancing urban-rural integration and realizing rural revitalization, aligning with the shared aspirations of both urban and rural populations. Adopting an institutional perspective is of significant practical value in assessing the policy impacts of national forest city development on urban-rural integration. Based on dynamic panel data from 269 cities, this study systematically examined the impacts and mechanisms of national forest city creation on urban-rural integration. The analysis employed a combination of methods, including difference-in-differences (DID), propensity score matching difference-in-differences (PSM-DID), panel quartile regression, mediation effect modeling, and threshold effect modeling. The results demonstrated that the construction of national forest cities effectively promoted urban-rural integration. This effect remained robust after addressing potential endogeneity and conducting various robustness checks. Mechanism analysis revealed that forest city creation promoted integration indirectly by improving air pollution control and incentivizing green technological innovation. Heterogeneity analysis indicated that the positive effects of forest city development increased marginally as the level of urban-rural integration improves. Furthermore, the impact is more pronounced in eastern cities, non-resource-dependent cities, and key cities for environmental protection. Threshold effect analysis suggested that the impact of national forest city creation on urban-rural integration exhibited nonlinear and incremental characteristics. Specifically, when environmental regulation intensity and industrial structure transformation exceed certain thresholds, the positive effect of forest city development on integration becomes significantly stronger. Accordingly, it is recommended to develop a localized model of “urban-rural synergistic development” for national forest city construction; to implement enhanced measures to reduce urban-rural air pollution; and to promote urban-rural integration by leveraging green technology as a new engine of growth.
