摘要: 生态农业建设是一项多因素、多层次、多目标的复杂的系统工程。遵循生态经济学原理，以晋西黄土丘陵区为一个大系统，坚持经济、生态、社会三者效益相结合，采用目标规划的模型，对该区生态农业建设进行了总体规划，为有关部门决策提供了科学依据。

Abstract: The eco-agricultural construction is a complex systems engineering with multi-factors,multi-layers and multi-targets.By adopting target programming model,combining economic,social and ecological benefits,comprehensive ecoagricultural programming was carried out in accordance with eco-economic theory and by taking the whole area of the hilly loess region of West Shanxi as a large system.This work provided scientific basis for policies formulating for the relevant government departments.
